I think this has been answered before but I cannot find it! I can launch the game just fine but at the main screen the mouse cannot scroll to the bottom of the screen where the buttons are. I have to tab out of the game and go back in to get to the single player button. Any thoughts?

Yes. It's annoying.
Sorry, no other solution I know of. You should've kept your old 1080p monitor...
I've added it to the BugDB, I hope they'll fix it with the next update, together with the scaling issues.

Please try the following:
Open the game installation folder and find a file named "autorun.exe". Right Click over that file and select "Properties" from the drop down menu.
Tick "Disable full-screen optimisations".
Click in the button named "Change high DPI settings".
Tick the box "Override high DPI scalling behaviour" and set it to "Application".
Click on "OK".
Click "Apply" and "OK" again.
Run the game and check if the issue persists.

Thanks, Mr. Paulus. This solution actually works for OoB resolutions with exactly 3840x2160 pix.

But the UI (and all text!) is too small then. I can't play like that. If I choose any lower resolution within the game, like 2560x1440 or 1920x1080 it happens again.
Any ideas for that?

Possible temporary solution :
- start the game
- leave the game with the Windows logo key (without closing the game so only putting it in the taskbar)
- returning back to the game(from the taskbar)
- all works normal.
