can issue a challenge but not join one -- any ideas?

Hidee-ho. It looks like I can download a custom scenario and issue it but I can't join the same. See figure -- have issued a challenge for 1v1 Poland_1939 3.1 but can't join one. Note both are on the challenge list. Mine's at the top and the other one I'd like to join is second from the bottom. I been dikken with this for some time now. Any ideas?
