The Ostrogoths prior to 493 AD are covered by the "Germanic Horse Tribes 260-492 AD" list, which does include impact foot.
I don't know of any evidence for such troops in the army of the Ostrogothic Kingdom of Italy.

How do we classify the unit in history as impact foot or not?

Usually either aggressive warband-style units that throw something and charge with sword, or troops like Romans and Spanish who throw heavy javelins and then charge with sword.
There is no evidence that the pre-493 AD Ostrogoths themselves fielded foot warbands at all - when present they were usually allied Visigoths etc., and none that I am aware of that they fielded anything resembling warbands after 493 AD.
Note that suggestions (elsewhere) that the Ostrogoths had pikemen are entirely based on mis-translation of the original sources, which say nothing of the sort.

Maybe they have some Irregular foots as impact foots?I think in the later's Italian war they take war with the Byzantine for 20 years so they could have some Irregular foot...

I think you have confused us by calling Irregular Foot "Impact Foot"!
Impact Foot, and impact POAs for javelins are two entirely different things.
If you are advocating Irregular Foot for the Italian Ostrogothic army, where is the evidence? Where in 6th century Italy would they recruit such troops. Sub-Roman foot might be more likely, but I did not come across any reference to such troops in the Ostrogothic army when designing the scenarios for the Age of Belisarius DLC.
cheers

I rember Procopius had record the Ostrogothic use the throwing spears and javalins in his De Bellis(History of the Wars),maybe the men who using these things were irregular foots?I think irregular foots were easy to recruit for Ostrogothic kingdom, citizens, folks, who can afford their weapons and use it but temporary called up,will be irregular foots...
