Anybody know what this is/does?

I'm almost done with the Campaign Editor Manual, having figured out the last bunch of stuff that had me scratching my head (I think), but this one thing I don't have a clue about:

If you hover your mouse over the "+" button, the popup says, "Add bonus resources for an imported nation" but what does that mean? And how do you get it to work? (Clicking the "+" button does nothing.)

Now, the only place where I have seen this used is in Endsieg, shown above. I can change the "100" to some other value but I cannot select a faction, nor can I do the same thing on the next row, for the "dak" core. Obviously a designer did something with it; does anybody have a clue what it is?

Just a wild guess, could it be starting RP for Waffen SS? Or the transfer thing?

I'd say that's a good guess in that it looks related to this gizmo in the first scenario of Endsieg, shown below. I'll match your guess with one of my own: It was something that they were working on in the Campaign Editor, got hard-coded, and was left in that state in favor of whatever they did instead in the Scenario Editor. Because one thing is for sure, at least in version 7.1.4: You cannot reproduce this feature in the Campaign Editor at all. The "+" button is inoperable.
