Heavily damaged \ attacking full strength

After many multiplier games over the past three weeks.....
We would like to comment that it doesn't make sense that all units can attack at full strength when heavily damaged. Attacking strength should weaken at tiers when damaged at 25% - 50% - 75% OR at least at 50%.
Thoughts?
