Slitherine

After the settler starts to build the city (tutorial 19% finished) the tutorial doesn't move on. Can't end the turn or do anything else other than close the tutorial. Tried saving and reloading but still stuck with the big arrow pointing to a city already under construction. After awhile one of the buttons on the tutorial menu (on left flashes) but that only takes me back to the city under construction. Tried this with Rome and Egypt but sticks at the same point in both.

I am not sure if this is a coincidence or not, but here is the potential solution.
