I noticed today that foot get protection vs cavalry when behind obstacles, but not chariots. Is this difference intentional?

They in fact get protection against all mounted troops, which includes chariots. But it isn't "foot" it is "missile troops (not darts)". (See manual section 14.2). The obstacle cancelling the enemy "open terrain only" impact POAs was considered sufficient for other foot who have their own impact POAs.

So in the first epic battle in RoP, I was playing as the Elamites. In melee, my massed archers had the protected +100 vs the Assyrian cavalry, but not vs the heavy chariots. So the chariots were at +100 for the melee in that scenario. Was this a balance decision for the scenario?

Well I would have to see a screenshot, because as you can see from my screenshot the POAs are working as intended.

Possibilities:

1) The chariot was not in fact attacking across a ditch. (Some of the enclosed fields are larger than one square and hence some square sides don't have ditches)
2) They were Mixed Assyrian-style foot and not massed archers.
3) Something else I have not thought of.
4) A mysterious bug - but I would have to see a screenshot to be convinced of that.

It was definitely not 1 or 2. I'll play it again later and return with screenshots.

5) The missile troops don't get the POA if Fragmented

I have just tested it myself, and the Massed archers are getting their +100 against Cavalry and Chariots.

Was this one melee in one square, or was it several melees in different squares. I noticed that one square has a track running across the ditch, could that explain it? The track would cancel the POA for defending a ditch if the attack was along the track.

My apologies. Looking over it again, 5) was behind my confusion; one of those rules that hasn't come up often enough in my playing of the game to remember. Thanks as always for the swift response.

Richard, could you explain why No.46 massed archer doesn't have +100 POA defending the ditch, which is not fragemented. Is it because the heavy chariot doesn't count as mount?

I am guessing that the archers probably joined the combat by charging the chariots, so don't count as defending the obstacle.

Have you modded the game to show the win draw lose chances for enemy units?

I didn't installed any mod. It is just the game-end information. Probably it charged the fragmented chariot as you said.

Why doesn't normal obstacles provide missile damage protection?

It's a ditch in front of the troops, not a trench with the troops inside it.

Does wagon or other fortification(so far I haven't seen any besides wagon and ditch) provide protection against missile?

Yes
