A unit of LH evading a charge by heavy chariots was able to move further than the pursuit of the chariots, but did not have the room to complete the evade move because of enemy units and impassable terrain. What happens?

See p.67. Most likely the LH move as far as they can, then stop and hope that the chariots roll a low VMD.

They stop at enemy if they cannot go round it by reforming less than one base width with each base,

and

try to go around the terrain by wheels and turns once they reach it.

So will probably be caught.

It can shift a base width as usual to get past terrain. If that isn't enough...

If it "meets terrain it cannot enter, or has too little move to enter, or a camp, it turns 90 degrees and wheels to move parallel to the edge" in the direction closer to the original evade direction. (p67 col2)

Since it meets the terrain first, it must always turn first, then wheel parallel and move in that direction to the extent it has evade move remaining.
