Creating New Army Lists?

When the game came out, I thought I read that it was not possible add army lists, but looking at the various mods available and the threads in this subforum, it looks like this is indeed possible--could someone please confirm, or have I misunderstood something?
Basically what I would want to do is create army lists that mix and match some of the units which are already in the game (add some elephants here, some cavalry there, some heavy foot over there)...
