Recon won't go where told (and/or stay put)

I've exhausted all avenues to get ground recon units to go where they're told and stay there till further instructed (lots of times they go the designated spot then use their last two free steps to move away from the target square.) I've tried/checked/verified every setting and can't get them to go where they're instructed to and then await further instructions for next turn. If told to move 4 hexes, then one to the right of the road, they follow the road for 7 hexes (no distractions on the way and it's open terrain). Or they go to a specified point then move extra steps to engage an enemy.
I've tried resetting aggressiveness to very low (5) and changing the tasking instructions -- all to no avail. I almost think there's some embedded lost code that doesn't show up in the AI instructions or if there's just a natural preference to follow a road to the end then figure out what the boss told you to do... I'm clueless!
The units I'm trying to send to a hex and hold still are the Humber MK.II and the M8 Greyhound. I'm pretty sure it doesn't have much to do with the type of recon unit though because I've tried several others and can't get them to go somewhere and hold still either using Triggers. AI setup seems to be okay. The "move to hex" and "defend hex" seem to be just suggestions, not instructions, along with the other settings.
Has anyone else encountered this problem and fixed it, sure-fire? If so what is the fix?
