Zone of Control Bug?

In the image below, my unit of noble lancers can move off to the side of the horse unit it is facing, when that should be impossible due to zones of control.

The horse unit it is facing is on rough ground, but I didn't think that affected ZOC (and it's still showing the red border on the square which indicates ZOC). So I think this is a bug?

EDIT: I'm not 100% sure, but I think the warband on its flank turned to face my unit on the turn preceding mine, and I don't remember being able to make this move before now (despite the two horse units being in the same position). So it could plausibly be related to the warband's turn, which has overridden the ZOC of the horse unit?

This is actually working as designed.

When a unit is in the ZOC of more than one enemy unit, it obeys only one of them (for movement purposes, not charging). This is as per the tabletop rules, albeit in the tabletop rules the player gets to choose which one he obeys. That isn't really feasible in the computer version, so the scripts arbitrarily pick one of the enemy units.
