Do you have to be with a battle group the entire joint action phase to attempt to bolster or rally them. The only reference I can see about being "with a battle group" is on page 41 under Diffucult Forward Moves. It states that "He must start the phase with a battle group and remain with it for the whole phase" to effect the diffucult forward move.

Commanders move before bolstering in the sequence of play and as a result may be with a BG and eligible to bolster it.

They move then bolster, so do not need to be with the BG the whole JAP, but cannot move away after they have bolstered a BG.
