I´ve got a question. I´m in the process of Painting a Post-Latin conquest/Late Byzantine army.

My question is about the irregular archers. "The minima marked * does not apply to Nikaia/Central armies".

Does this mean that Nikaia/Central armies can´t include irregular archers or does it simly mean that they are not required to include irregular archers.

It means they do not have to have them, the others must have 6. and 6 regular

But they are free to include them if they wish?

Yes, because the phrase "The minimum marked * does not apply..." applies to the minimum and not the maximum.
