Are the accumulated through the Blitzkrieg Resource Points transfered whole to the Panzerkreig? Or there is a constant number of the RPs at the beginning? Is it level dependable

They are set individually for each DLC (or its scns). So you can save RPs for later in one DLC/cam, but they do not carry over to the nextDLC/cam.

Thanks. Is the starting amount of the RPs depending on the difficulty level?

The AI gets strength bonuses in higher levels, but RPs are usually the same.

It's possible to script triggers in scenarios that adjust certain factors acc. to difficulty level, but it is not done across the board, only in selected cases/scns.

Thank You again. So "the smartest strategy" is to export units at the full strenght & fully upgraded (using the accumulated RPs)

Actually, I don't think this really matters as the exported core automatically repairs all your units. Also note that when you upgrade / downgrade any imported unit during the deployment phase you get no upgrade penalties. Import core is really just buying the unit and attaching EXP to it.
