I have a BG of Hittite Light Chariots armed with Light Spear charging a BG of Egypt's Sherdan Guard Impact Foot in the open. The foot have the "against any mounted" POA. My Light Chariots have a POA "Light Chariots against any foot...". Since these cancel out it seems to me the Light Chariots would get the POA for "Mounted troops with Light Spear". Is that correct?

Almost. The LCh also get the 'Mounted vs any MF or LF" - so they are already on a +POA. As a result the Lt Sp + does not count.

The Sherdan Guard are HF though so the chariots do not get the +1 vs MF or LF so the light spear +1 still counts.
