1) sometimes a partisan unit is allied controlled !
2) too much randomness : between 3 and 16 partisans, with and without oil control

Partisan spawn is completely random, but a higher chance of spawning in resource hexes. So the Allied player better garrison his resources in Iraq.
The same partisan rules are used elsewhere on the map. The main difference is that this one turn the spawn chance is a bit higher. If you put British garrisons and corps units in Iraqi cities, oldfields and rail depots you won't get many partisans.
