"Victory by turns"

In my infancy I was under the impression that reaching the turn limit earned you a Defeat. As it turns out, you actually get a Victory.
Is this by design?

Perhaps reaching the turn limit declares victory to whoever is leading by points.

Yes, it usually says by how many points you have above the enemy but I've seen it give you a victory just if you're ahead at the end of the turns. Pretty tough game for me but I like it.

Here are the results from my latest game:
I won the game after 20 turns but took only one of the two objectives. Also, my score was 312 to 128, 16 short of an automatic win by 200 points. As for the casualties, are the olive-colored numbers morale hits, with the red strength hits?

I just had that happen to me yesterday. I fought like heck and didn't take one objective but it still gave me a victory. Not that I mind all that much.

Sorry, this is a bug, it was supposed to function only for the "easy" difficulty.
