Flanking missile fire

I was playing a game where my army had very large shields and my opponent said that the missile hits from the flank or side should probably be higher when they are from the back or the side of a unit since they wouldn't have the giant shields to protect them.

It does make sense since the troops wouldn't have the advantages of their shields if the were shot at from the back or from the side.

Would this be difficult or even desirable to implement?

Rule 13.9 Large targets and enfilade.

Though it seems to only happen to large units and only from artillery.

The development view is that it would not be desirable to implement, because it is almost certainly a lot easier to get flank/rear shooting in the game than it would be in real life.
