When I press "M" to switch to vertical map view it is not possible to rotate the map? At least it does not work for me.

Ever since Battle Academy 'M' hasn't rotated and I don't think that there has ever been an explanation as to why it hasn't been implemented.

Here is a post about moddified zoom functions and it seems to be possible but how?

That isn't the M function, it is the normal view with the camera angle limits modded.
