To be in full supply you must be connected to a supply source. Two hexes are considered
connected if they have an unbroken land route between them where all the tiles are controlled by their side. You cannot trace supply through neutral countries or across water hexes, but you can trace supply through a friendly Sea Port hex.

This is Smolensk, I have continuos supplied terrain clear of enemy, why no supply? Thx.

Weather effects on supplies can be read here on this FAQ -> viewtopic.php?p=66280#66280
From the icons I can also see that you are playing with the Advanced Weather ON instead of the default option. Using default option instead will make weather effect less radical when it comes to suplies and movement.

Fomr the screenshot can be seen that you are not out of suply but on low supply. OOS icon is red.
