I have both expansions yet i cannot find any updated manual that might give information about the capabilities of any new units - eg late roman infantry, achemenids etc. Is there such a thing? and if so where might i download it? thanks in advance.

No, but any new units capabilities will be found in the POA charts, as well as general info on unit types etc (heavy medium bowmen etc etc) will all apply.

As TheGrayMouser says, all of the parameters (Troop Type, Capabilities etc.) used by the new units are already in the manual.
