Newbie question on commanders

Playing Winter War
I noticed that the commanders have a blue radius around them.
Is that an area of influence where other units (besides the one they are attached to) can receive their benefit?

Hi mate, welcome to the game, enjoying it so far? Regarding Leaders, from the product page:
A set of unique Commanders – split between Generals, Pilots and Captains – is gradually unlocked in the campaigns. These can be attached to specific units to provide unique bonuses to anything in their command range. While good use of unit types and tactics remains the player's priority, clever use of Commanders can tip the balance in an offensive operation or buy just enough time in defense to turn the tide to your favor.

He has like the coolest back story ever

Oh wow.
I've been playing OOB for quite a while and I didn't know that commanders also had an effect on others within that range thingamabob.

I wonder how it works:
1) As long as you start in the radius you are good
2) Your attack must be while in radius - even if you don't start there
3) you must start and attack while in radius
