delete any older versions of the same file, or partly downloaded files and retry

steam or site version?
if site version run and admin and try again, if steam or first suggestion didn't work, check your AV log files and see if that has stopped anything game related

Like the others already suggested, check your Internet security programs, one of them might be interfering with the download.

I keep getting: Unable to download file an error occured while trying to open an FTP file. How can I get this to work?
