Battle winner when turns run out

How is the winner determined when the number of turns for the battle runs out but neither side has had the required percentage of routing?

For a PBEM game :
If it is a Friendly game I would call it a Draw.
If a Competition game the Organiser would have to sort it.
If a Campaign game the attacker's army would have to withdraw back to whence it came.
Well that's my opinion.

Also it can depend on how the scenario's victory conditions have been setup. Usually a draw though.

There is an option for the designer to specify the winner in the event of neither side reaching the required casualty conditions. So, for example, if you know that historically one side advanced and achieved a mighty victory, you might well include a condition that in the event of a draw that side is considered to have lost. (This is no help with game engine-generated generated games of course. The suggestion above seems sensible.)
