Can't Upgrade Panzer IIF to Panzer IIL

I am playing the Great Campaign again. And i am in Kiew43 and i wonder why i can't upgrade my Panzer IIF to Panzer IIL. Both are Type II and both a recon units..... but i have to pay the full price and the unit would loose the 3 overstrenth points...

Very odd: Im at Oboyan 43 and none of the Pz.IIs appear in my recon list of available units...

It's debatable whether the "Luchs" should be a family upgrade.
On one hand it was somewhat based on the previous P II and on other it had a new hull, drivetrain, engine, tracks, suspensions. Also had an additional crew member making it a total of four which perhaps was the most important basis.

The IIF can be bought from 11.05.1941 to 01.01.1943. The IIL apears later in 43.

There are no within 'family upgrades possible for German recon units. All are full price (and over strength losing) purchases.
