Submarine is hindering ground unit from reinforcing. I do not think naval units should have such power over land units. But... I am wining anyway

Haha, I have to say that I'd never expected anyone to take a sub on that map

What scenario is it? Did a human or the AI put the sub there?
I'd like to run some tests to see if there's a way round it.

It is [1v1] Peninsula Invasion against human. You can test it in Hotseat playing against yourself if you like.

Yes I tried to deal with the sub but in OOB subs and ships can't be shot at by shore-based infantry or tanks or artillery or anything else so I couldn't get rid of it. (In Panzer Corps ground units can shoot at ships which is more realistic)
So in OOB it seems the only way to clobber enemy subs is with planes, ships and subs of your own if you've got any.

Preventing some reinforcements makes sense for surfaced submarines as many can attack land units like adjacent enemy artillery units; less so if submarines are submerged.
The noZOC (no zone-of-control) trait of a train doesn’t allow full unit replacements either, although its enemy movement allowance around it should also apply to the reinforcement rule. Units with such trait don’t pose any threat to adjacent units, that’s why I have also suggested once to add the trait to units like AA in AA-mode and unarmed transport units.
