It is surprising that the submarine cannot attack the ship surrounded with red :

I think that torps are affected by blocking units. I don't think it can "see" that red ringed ship.

There is only a single unit which could block the torpedo (?)

Exactly, it has no straight trajectory. Spotting and its relation to terrain works on similar basis.
