Seriously upgrading land recon to air recon and vice versa is known thing but in the case you have no air CP available and you are longing for air recon just buy land recon upgrade it to air recon and your air CP will show negative numbers. You can do it as much as you wan't. Actually as long as you have land deployment zones available because if you repeat the process on the same hex two planes will be embodied in one.

Yep, Panzer Corps has air recon units defined as tactical bombers. It's maybe a good idea to follow this example as it seem to bother some people. The change from land to air command points or back is already critical enough.
I think I should do/try this change too in my mod.
