Yes, but only if you own the DLC. You can copy the campaigns and associated scenarios to the corresponding folders in My Games (C:\Users\[name]\Documents\My Games\Order of Battle - WW2\Campaigns\ and C:\Users\[name]\Documents\My Games\Order of Battle - WW2\Scenarios) and work on them there. Editing a campaign is a bit more difficult in that its component scenarios must be worked on separately, then copied back into the campaign folder. It is not possible to switch sides unless, of course, you edit the scenario accordingly and make it so.

Follow-up thoughts.

So, say you were to do some custom work on the official Rzhev scenario. As I said above, you would copy it to your custom scenarios folder and do your thing. Now the question is, does it go back over the official version when you are done editing?

My point of view is this, and I have a feeling that the developers may agree: You ought to leave the official versions of scenarios and campaigns alone and for one big reason: With every new patch, the developers overwrite many of these files with their new versions, wiping out yours if you don't have them backed up someplace.

But there are other reasons which have nothing to do with sanctity and propriety of official DLC. For one thing, you want to let them overwrite their versions because they may come up with the fixes that you were looking for, or include enhancements that are even better than the ones that you made. Another reason is that with each patch, they tweak the game so that old DLC, and your customizations based on them, may look and act a bit wonky afterward (something that haunts all modders, I believe).

So my advice is, if you do edit stock campaigns and scenarios, treat them like the customizations that they are and leave them in your customized campaigns and scenarios folders.

Then the easiest way may be to use some "cheats" instead. No editing needed.

Thanks I haven't seen these I have seen some others in this list of this link but not all of these perfect

These are great just a little cheat like another helmet or two or turn or two so you don't have to restart the scenario and can add some transport to a particular unit because even though you have the money you don't have the helmets
