Map editor instructions

I'm using the latest update and am having problems with the editor. I don't see any infantry or planes to place in the scenerio. I also can not apply money to buy units. I could really use some instructions on how the editor is supposed to work. Are there any links>

Click on the + sign lower left in the Alliances tab to add factions.

After reading the instructions I can't make the AI work. Why is there a yellow neutral when I already have an AI selected to play against?

The neutral AI is there by default. Often used for impassable hexes faction.
