There are four different shield designs for the Armoured Citizen Hoplites: Spartan (default, texture1, and texture2), Messene (texture3), an Omega symbol (I don't know what city that represents, texture4) and Mantineia (texture5). You can verify this yourself, by going into the editor, placing a Armoured Veteran Hoplite unit on the map, and selecting the different textures for it.
I won't confuse you by describing in detail how the game selects which texture to use, but basically the situation is this:
If you are commanding a Spartan army, you will get the Spartan shields.
If you are commanding a non Spartan Hoplite army, against Spartans or Romans, you will get the other shield designs for your army, and the Spartans or Romans will use Spartan shields.
If you are commanding a non Spartan Hoplite army, against any one else, you will get the Spartan shields for your army, and if the opposing army have Hoplites they will get the non Spartan shields.
If you use my TT Mod, I have organised things differently, so that only the Spartans use the lambda shields, the Thebans use their club symbol, Roman Hoplites use their own designs, and all other Hoplites use a mixture of Greek shields.
