Shrinking screen - Solved

I recently reinstalled Panzer Corpsvia Steam and have an issue with the screen. Initially it just had a dark blue border which wasn't an issue, however now I constantly see the task bar and every time the screen changes it shrinks the screen down from the top by about 1". If I double click the top blue border it enlarges again. its like its running in a window but with no buttons. Does anyone have any suggestions how I can get it back to full screen?
