I'm currently in the Minsk Scenario. The 88s the scenario adds have a SdKfz 250/1 for transport. However I can't buy that for my 88s. Is that just WAD or can I buy that transport later?

I believe that the very first versions of the game had the 88 unit in that scenario scripted with a SdKfz 250/1. As the game was updated, they never went back & changed the transport. So, that particular 88 unit has a SdKfz 250/1 transport assigned, but you can't buy one for an 88 unit which you purchase. There is no work around that I'm aware of - unless you wish to start getting into mods.
