a diplomat from a foreign country has come to me.. but the only choise i have with him after 2 rounds is eject.. why is that?? how can i start diplomacy with them??

You can't. What you can do is get your diplomat stationed in his country to improve relations. The game designers made the diplomacy part of the tech development so for many of the actions you need to build the Foreign Ministry. You can't negotiate, you just do things to make them more favourable to you. The diplomacy engine is one of the weakest aspects of the game.
