Can the Stugs be used as anti-tank artillery, meaning that they provide AT support to the adjacent units?

Yes, if it's AT class or has at least an AT switch that is enabled. No if it's in normal assault arty mode, but that's only for certain versions.

OK, I'm asking because at the beginning of Panzerkierg, they are available for purchase in the tank, not AT section.

I actually modded my stugIIIe to be antitank instead of tank as well, so you still have arty mode, but standard mode is fully functional AT instead of tank. that actually made it more useful later into the game, though by the time the russians start fielding better tanks, it becomes obsolete and should just be replaced with a StugIIIF or better.
