I've only lost generals while they are in close combat. Is there any chance that they will be lost after being shot at?

No. There are several reasons for this design decision, one of which is that as it is relatively easy to concentrate fire, it would be too easy to kill them.

I thought that you would just introduce a low, fixed chance, like 1 or 2 percent, and it wouldn't be based on the percentage lost. It would add a little excitement to the battle (Harold Godwinson and all that).

I had a battle where I started just trying to kill the general despite losing 15% - 50% (a Pyrrhic victory was all I had left to cling to) and this explains my inability to do so!
