1 When a charge is declared against fragmented troops and they break and rout out of range, does the charger pursue?
2 Does a BG of MF only partially in terrain avoid the -1 CT modifier for losing against mounted/HF in the open if all the bases involved in the combat are in the open?
3 Are troops considered "in the open" if defending a riverbank, are upslope, or defending fortifications/portable obstacles in clear terrain?
4 Are troops defending fortifications (not portable obsacles) in disordering terrain disordered?

No - the charger completes their charge, and will get a VMD if nothing is in their path.
2 Does a BG of MF only partially in terrain avoid the -1 CT modifier for losing against mounted/HF in the open if all the bases involved in the combat are in the open?
No - the table says "... even partly against mounted troups or heavy foot in open terrain." so so long as at least one base, that you are fighting, of Mtd or HF is in open terrain you suffer the penalty.
3 Are troops considered "in the open" if defending a riverbank, are upslope, or defending fortifications/portable obstacles in clear terrain?
Troups defending fortifications & portable obstacles are not in open terrain - see the definition of open terrain in the glossary - the others are in whatever terrain they are in.
4 Are troops defending fortifications (not portable obsacles) in disordering terrain disordered?
Yes
