This question leads me to think about what is an acceptable modification of a computer game. For OOB, I would venture to say that it could be changing image files, changing text files, changing values in a table like units.csv. Things that are easily accessible, perhaps intentionally, and which change the superficial experience of the game without changing its basic nature.
On the other hand, things that are not easily accessible are probably not intended to be modified, frowned upon even, because at the very least editing them could cause unpredictable results and furthermore, maybe the developers don't want people learning how to replicate, distort, and perhaps usurp the very core of their game.
So if you are talking about how to edit files like these, you may have a very long wait for somebody in authority here to take the time to tell you how to do so. One might even view it as rather presumptuous to ask the question in their form. You may get lucky if somebody with a similar attitude and the requisite knowledge comes by but perhaps your best bet is an internet search.

That said, let me add this: If the next post is, "Here's how. You blah, blah, blah and then you do this, that, and the other," then it is up to the developers to defend their game, or at least their own forums. Or not; maybe there is no need. I don't pretend to be right all the time. I am often wrong but secure enough to admit it. The only absolute thing in my mind is that I want what is best for Bru's game-playing enjoyment, OOB, The Artistocrats, and Slitherine, in that order.
