Hello, I have two questions. First, what files do I need for a complete new installation?
Secondly, are any plans known on how to proceed with OoB?

you are to proceed with OOB? The answer is, coming from this fan, you should buy all existing DLC! But if you are talking about the developers' plans for the future, who knows? The only things that seem to be just over the horizon are a third campaign to wind up what they started with Blitzkrieg and Panzerkrieg (i.e., a German campaign through the end of the war) but perhaps a trip to North Africa first.
