What is with Hotseat mode?

I'm trying to play in hotseat mode, but some things about it seem rather odd. I did a search for this topic but didn't find anything.
On issue is that while hotseat mode is presumably intended for human vs human play (otherwise you can play against the AI...), the points assigned to the two players when setting up a hotseat game are not equal, but correspond to points for a game against the AI at your chosen difficulty level: in other words, on most AI levels, in a hotseat game one human player has more points that the other--why??
A second issue is that only the first player can select the composition of his own army, although both players get to deploy. Why should both players get to select their units from the army list?
Maybe I'm doing something wrong, dunno, but otherwise it seems like the issues above should be addressed.
