The game installs "as administrator" (why ?!) and sets the icon/link to "run as administrator". That can be changed by the user, but requires some skills. To make things worse the DLC dose the same, even resetting the "run as administrator" on the icon/link.
This is strait wrong for obvious security reasons. The user shouldn't be forced to run an application (specially a game) as administrator.

It's because of some problems with Steam, sometimes the game does not see the Steam key if not run as administrator.
