V sync

how can i turn it off , mouse is not lagging but its not fast enough for my liking

What are your system specs? What do you have the visual settings set to?
Turning off the vsync is usually done via the custom video card control panel. Alternatively you can just run in windowed mode at full resolution, which will act for most purposes like fullscreen for anything other than SLI setups.

i5 4690k @ 4.5ghz
gtx 970
best quality in settings , 4k res via nvidia DSR (but cursor is same @1920p)
i ll try turning it off via nvidia cp

With a card that quick, you might also want to check that it is not set to render too many frames ahead.
As I say, windowed mode is likely a better solution.
