A modder can make a mod folder specifically for skirmish (custom) battles with no scenarios. He can also make one for sandbox campaign. All he needs is the new squads file and updated army lists with new units.

i am not quite sure if i understand that.

does that mean that currently someone can make new units, put it in a custom battle folder and i get to download it from the main menu, and if my opponent has the same folder downloaded, we can play modded units same way as vanilla fog?
