Commanders in the JAP

Sequence of play - page 168.

My commander inspired Cav BG fail to disrupt their foot opponents and must break-off.

My commander breaks off with them. And then elects to move to another BG to bolster it.

My opponent was uncomfortable that my commander had moved twice in the same phase. But my reading of the sequence of play seems to allow this.

Was I correct or not?

I think you were.

If no, then what happens if a commander joins a BG to try to rally it and fails. The BG then routs and the commander moves with it, but can't make a "second" move?

Yes quite correct. Compulsory moves are "free" unless stated otherwise - you do those and if there is a later option to move you may do so.

Actually he doesn't. See the last bullet on P.110

You must also remember that it can work against you. The comander may actually wish to move forwards.
Sometimes you fall of the roundabout and get hit by the swing.
