Who moves first in multiplayer battles?

In particular, skirmish custom battles. Is it always Side A or is it randomized?

Side A always gets first turn, but only deploys.
Side B then deploys and can then immediately move. (To avoid delaying the game by an unnecessary return of turn)
Neither side can see the other's deployment while deploying.
