Favor army rules

In fog1 I've been playing the battle of Cannae as Rome favoring Carthage. I was fighting 1 unit of Gallic infantry (average) vs my 2 units, 1 hastati and 1 principe both (poor,drilled). The unit of Gallic infantry I was fighting was directly on a river fighting my hastati and principe on land and the Gallic infantry was dishing out 200 damage left and right and I was doing like 25 damage with both units I couldn't even disrupt them on the river. I can see my hastati but defending against both hastati and principe on the river is mind boggling. Than at the same time my light spearman were holding off their superior infantry on the left flank. I don't get how the favoring system works in fog1. Is it the same in fog2?

I don't know the specifics of that scenario in FOG1 but the difference between a poor unit and an average rated one ( due to the dice rolls etc) was huge.
FOG2 has much more granular stats and does not use dice either.

I am not sure what you mean by "favouring system". The Roman army at Cannae was mostly newly-raised and hence less experienced than average. There is therefore a custom downgrading of their quality for this particular scenario, which varies depending on the chosen difficulty level.
The "river" in question is actually a small stream and the only effect it has is to cancel POAs that only apply in open terrain.
