I downloaded the free game from my steam and it loaded fine.

My problem is that the writing in the middle panel is too tiny on my MS Surface laptop. I just can't read it with my current eyesight.

Is there anything I can change to increase the size of the middle panel without affecting the gameplay?

The writing will of course look ok on my larger screen. But since I now play most of the time on my laptop, If I can't see the writing on that device, the game is no good to me.

I have not had this problem with other games like Gettysburg The Tide Turns and Sengoku Judaism which work perfectly.

See whether what I said to this fellow about screen resolution is applicable to your situation: Can these be modded?

I tried changing the resolution, but it did not change the size of the central box. Since I can't read the instructions comfortably, So it's no good for my laptop. I'll leave this for now. If I find myself playing more on the big OC, I'll consider it again.

I had a similar situation with DEFCON.

Luckily I was able to test this on the free game before buying.

Sorry that did not work out for you. Hopefully you will try OOB on a different computer someday. It's certainly a worthwhile pursuit.
