Have no idea why Im not able to use my bridge engineers to cross the Suez Canal with my Pz.IVG.... (or any other unit).
Very odd and unexpected - bit unfair as well - no reason why it can cross wild Russian rivers but not the Suez Canal
Enigineers now a sitting duck waiting to be butchered...
Replaying this turn...

Maybe cause there are no Sharks in the Russian Rivers

Muddy ground state?

The canal is strait terrain and BEng ability doesn't work on it. I think that straits are assumed to be too big to throw a temporary bridge or cable across in a reasonable time.

To me it appears as a flaw / bug in the setup instead of anything else. Other rivers are either crossable, or not. A regular unit when positioned next to the canal, can cross it in the next turn. So it is not that wide, like some of the aformentioned Russian rivers, or the Rhine.
I did notice a British Bridge Engineers unit at the start, also positioned on the Canal hex - but no British units are using this either to cross the canal.

You don't really need to cross the canal en masse, though. A few units will suffice and targets on the other side are within bombardment/airforce range from your side of the canal.

It does rain there in the fall and winter, including flash floods from torrential rain almost every year.

Apparently when it does rain in North Africa it's kind of intense. There were operations in WW2 that were hindered by heavy rains that turned the desert into swamps, but I'm too lazy to look them up right now.

Came in for the same question. I remember I could not cross it when I played this level long time ago. Apparently, I remember correctly. I will place two artillery behind each crossing unit. I think I can make three units cross that way.

Yeah in the map editor there's no such terrain as "straits", so presumably the devs cooked it up as a one-off just for the Suez scenario with special rules.
Wish they'd come in and tell us.

In the film Lawrence of Arabia, a kid gets swallowed up by quicksand in one scene, I don't know if there's quicksand in real-life deserts or whether it was just a hollywood invention.

Incidentally as far as I can see, the Major and Minor rivers in the editor are squiggly and there's no way to create a dead-straight canal or waterway, so like I mentioned earlier the devs must have created a special non-bridgeable Suez Canal terrain with special properties just for that Africa scenario.
Suggestion- maybe the devs could add a new non-squiggly river terrain to the editor called "Straight river" so that we can create sections of straight bridgeable canals like below which look more realistic than squiggly ones but still have the same gameplay properties as rivers?
