After installing patch 4.1.7. I do not see the "engineers" !!!

Ooops! Definitely a gap there between November 17, 1939 and December 24, 1940.

It's a simple fix; all I did was make the 1940 version available sooner in my game:

What has me puzzled is, it seems like the one I edited was a new Japanese engineers unit, given the high ID number and that it was not in the old version of units.csv which is still in the same folder. It seems like this 1940 Japanese engineers unit was added for Burma Road.

So, are we just now discovering this bug that was always there in Morning Sun? It seems unlikely to have been intentional, considering you were able to acquire a core engineer unit earlier in the campaign. Why would you purposely not be allowed to acquire another one at Guangdong (1/1/1940)? Must be an old bug.
