I have located Gandhi and surrounded his location. How do you capture Gandhi?

No necessary! Good question, because it's not so obvious. You must position three units adjacent to Gandhi in order to capture him. He does not move, so it's just a matter of getting into position and, above all, not injuring or killing Gandhi. Click the image; he's on the lower left side.

And how could I capture Gandhi, if its on the island in the middle? No port on this side is available.

Update your game to the latest version. You may have to restart the mission, though.
